Added support for query acceleration costs

Query acceleration costs are now attributed to individual queries and warehouses in SELECT.

We've added support for query acceleration costs. If enabled on a warehouse, you will see a breakdown of Compute vs. Query Acceleration costs in the "Costs" tab on the Warehouse page. We've also updated our cost per query algorithm to account for query acceleration costs based on the the amount of bytes scanned by the query acceleration service.
