Multiple destinations support on Monitors

Deliver digests and alerts to multiple destinations using Monitors
Users can now select multiple destinations on their Monitors. For example, a Spend Threshold Monitor can now deliver messages to one or more Slack channels, Microsoft Team channels, or email destinations, including third-party tools that support incoming emails (like Opsgenie or PagerDuty).
