Added support for storage costs in Usage Groups

Assign storage costs to projects, teams, or departments
It is now possible to include database storage costs on Usage Groups, allowing such costs to be assigned to projects, teams, departments, or any entity you represent as a usage group.
To use this new feature, look for the new "Storage - Database" entry in the menu when editing the rules of a usage group.
