Filter by Usage Groups on all pages

SELECT users can now filter all pages in SELECT by Usage Group to see insights and resources most relevant to them.

Usage Groups help Snowflake customers segment their spend across teams, departments and products. Previously, users could only filter by Usage Group on the Workloads page.
With this most recent change, SELECT users can now filter all pages in SELECT (i.e. Home, the Cost Explorer, Insights and Workloads) by Usage Group to see insights and resources most relevant to them.
